Joseph Franklin age 57 passed May 11th unexpectedly while participating in the Police Unity Tour to Washington DC. Born in Teaneck Joe grew up in Lincoln Park , he joined the Roxbury P.D. in 1982 and retired as a Lt. in 2007 after 25 years service. Joe formed the Roxbury Police Explorer Post 2188 in 1991 , he established the Police Explorer Academy giving kids the opportunity to attend the Police Academy for 1 week. He was a 1993 graduate of the West Point Command & Leadership Program , in 1993 was awarded Wm. H. Spurgeon Leadership Award by the Boy Scouts of America. Surviving are his brothers Perry , Gerard , Roy and sister Carol Mestousis. Visitation at the Keri Memorial Home , 125 Main St., Lincoln Pk. is Mon. May 16th from 2 to 9PM. Family and friends will gather for Mass Tues.10 AM at St. Joseph's Church , 214 Comly Rd., Lincoln Park followed by interment at Gate of Heaven Cemetery , Ridgedale Rd., E. Hanover .
